Indicator 7, Early Childhood Outcomes: Online Training to Complete the Child Outcomes Summary Process

The United States Department of Education (USDOE) requires states to report data for Indicator 7, Child Outcomes. States report on the percent of preschoolers with Individualized Education Programs (IEPs) who demonstrate improved child outcomes in three areas:

  • Positive social-emotional skills,
  • Acquisition and use of knowledge and skills, and
  • Use of appropriate behavior to meet their needs.

To report data, states must have information about children's functioning between the time they enter and exit preschool and have a way to examine the level of improvement or progress in functioning between the time points. The Child Outcomes Summary (COS) process is a team process for summarizing information related to a child’s progress on each of the three child outcome areas. The COS process is an effective way to describe a child’s functioning in each outcome area and is to be used in Virginia by local school divisions to report Indicator 7.

This eWorkshop is intended for those team members that participate in the COS process. It is designed for participants to learn to complete the COS process correctly and with fidelity. To access the eWorkshop, you must create a VA-Leads-ECSE account, if you do not already have one, using the link https://va-leads-ecse.org/Account/Register. You will then receive an email to activate your account. Following activation, you can access the course.

The eWorkshop is a series of seven webshops, totaling approximately 11 hours. Each webshop can be taken separately. Users can choose which webshops to complete based on their current knowledge and skills related to the COS process. Participants will receive a certificate for completed webshops in their “My Toolbox” page on the LEADS website. For recertification points, participants should take certificates of completion to their supervisors to determine the points value. 

Suggested Order of Completing the Webshops:

Since it is critical to have knowledge of child development for children ages two to five, there are two webshops on understanding age expectations. Anyone who needs a better understanding of child development should begin with these two webshops:

2. Online Module: Understanding Age Expectations: Two to Five – A Guide for Virginia’s Early Childhood Special Educators 

It is recommended for anyone completing a COS rating to complete each of the webshops below in the order listed:

3. Child Outcome Summary (COS) Early Childhood Technical Assistance Center (ECTA) and the Center for IDEA Early Childhood Data Systems (DaSy) Module 

4. Webinar: The Child Outcomes Summary (COS) Process: Procedures Specific to Virginia

5. Online Module: The Decision Tree, Indicator 7; Outcome 1: Children have Age-appropriate Social Relationships.

6. Online Module: The Decision Tree, Indicator 7; Outcome 2: Children Acquire and Use Knowledge and Skills

7. Online Module: The Decision Tree, Indicator 7; Outcome 3: Children Use Appropriate Behaviors to Meet Their Needs.

    "Understanding Age Expectations: Birth to 3 – A Guide for Virginia’s Early Childhood Special Educators" is an online module that reviews typical development for children ages birth to three, connects the user to developmental milestone resources, and offers activities to increase the user’s understanding of the developmental progression of skills while connecting them to the Indicator 7 outcomes. While time in the module is tracked, there is not a time restriction and the user may pause and return as necessary.

    This is one of two online modules related to Child Development. See " Understanding Age Expectations: Two to Five – A Guide for Virginia’s Early Childhood Special Educators" for second module.

  2. Estimated time to complete: 50 minutes

  3. Estimated time to complete: 240 minutes.

    The Child Outcomes Summary (COS) Online Module was jointly developed by the Early Childhood Technical Assistance Center (ECTA) and the Center for IDEA Early Childhood Data Systems (DaSy). The module provides key information about the COS process, and the practices that contribute to consistent and meaningful COS decision-making. Note: To access any documents related to Indicator 7 and the Child Outcomes Summary Process, please visit the Indicator 7 Resources page.

    1. You must register for Child Outcomes Summary (COS) ECTA and DaSy Module from an outside site.
    2. You will be automatically redirected to this module after registering.
    3. This module is self-paced, so practitioners may access it as often as desired. Participants will need to save the registration information and link to the course for future use.
    4. When you have completed the COS ECTA and DaSy Module, take the Child Outcome Summary (COS) Process and Practices Quiz to certify completion.
    5. Users should complete the quiz in the allotted 15 minutes and receive an 80% score to receive a certificate.
  4. Estimated time to complete: 30 minutes

    This presentation was developed as a companion to the online module, “Child Outcome Summary (COS)" module developed by ECTA and DaSy.  Participants should complete the COS module prior to completing this module on "Procedures Specific to Virginia." This presentation is to provide guidance from the Virginia Department of Education (VDOE) to divisions. It will provide additional information to assist teams in completing the COS process correctly and with fidelity specific to Virginia. While time in the module is tracked, there is not a time restriction and the user may pause and return as necessary.

  5. Estimated time to complete: 90 minutes

    The purpose of this module is to provide participants the opportunity to practice providing COS ratings.  The module can be completed by an individual or by a group of individuals who will be completing COS ratings.  Participants should complete the COS module prior to completing this module. This online module will briefly review Indicator 7, Outcome 1 regarding children having age-appropriate social relationships, and its related Decision Tree. It will also provide five practice scenarios to help the participant become adept at the COS process and providing ratings. While time in the module is tracked, there is not a time restriction and the user may pause and return as necessary.
